How do i disable or restrict personal hotspots on iOS devices? I.e. Employee 1 has work iPad and iPhone as well as personal android phone and connects personal phone to iPad and iPhone via personal hotspot. How do i prevent a connection to the devices via personal hotspot?

Contact the carrier offering the cell service for the iOS devices, and have them remove the Personal Hotspot support from the service plan.
Personal Hotspot is a carrier supported feature, and only they can control its availability on the iPhone.
The setting within Mobile Data is off, does this change anything?
Should i still contact the carrier?
Only if it cannot be turned back on. If the users can access that setting and turn it back on, its probably not going to be very useful.
