How do I download my photos from my iphone to my Windows computer hard drive and then I can make a choice which pictures I want to store in my PC and which pictures I want in my icloud account

Similar to the original question, but I would like to remove pictures from my phone but still keep them. (preferably backed up on a hard drive) For example, I like seeing pictures from 8 years ago, but I don't need them on my phone. Sorry for sounding clueless

I already have icloud for windows on my laptop. I have two problems...1) Not all the photos I have on the cloud are visible in the windows folders. 2) I would also need to organise my photos into proper album, delete some, download some and create new albums, however I can only move or download one photo at a time from the cloud.

Is there a way to access all my photos from my windows laptop and a way to move them around in bulk please?

I have 56GB of photos on the cloud, moving one-by-one is not an option.
