Forgot apple I.D password

My sister can’t remember her Apple password, and she broke her phone. In order for the insurance company to replace her phone, she must log in to iCloud and turn off her device. But she can’t log in. When she tries to reset her password, Apple sends verifications to her broken iPhone that she obviously can’t see. And the only other option is to wait a month to recover or restore the Apple ID and password, which means she can’t have her phone replaced for at least a month, because of a password. This seems insane, there has to be another way for her to change her Apple password sooner?!!
