No Touch ID on Chase app on iPad ?

It's up to the App developer, in this case Chase, to support the feature in their apps.

You would need to contact Chase and ask them why its not available in the iPad version of the App.

Also, Touch ID requires a device with a Fingerprint sensor in the home button. An iPad 2 does not have one, but it also cannot be running iOS 11.

Is it maybe an iPad Mini 2? iPad Air 2?

If you are asking about the iPad2 in your signature, note that it does not support Touch ID for any app or for unlocking the iPad.

*You can use Touch ID with an iPhone 5s or later, iPad (5th generation and later), iPad Pro, iPad Air 2, or iPad mini 3 or later.

You cannot use TouchID with any app on a device that does not have a TouchID sensor on the home button. Without the hardware to scan your fingerprint, there is, of course, no touchID for anything on an iPad 2.

That would be a question for you to ask Chase support since that is their app.
