Unfortunately, that is the only way to recover a Google account. The only other option would be creating a new account here.

Since your grandfather has amnesia it's best for him to have someone help him to keep and manage important information on a notebook as opposed to having them stored digitally due to hackers, viruses, malware etc.

Here are the ways that Apple says can help recover your Apple ID once you figure out his ID. Since he has forgotten his password it needs to be reset by following thislink.

For Gmail recovery, the only options are either by email or by phone # if he doesn't know his email as long as someone knows his phone # it's still possible to recover his email and then reset the password. Otherwise as aforementioned create a new Gmail account for him with the user and password store in a notebook that someone can keep and manage. I don't have Amnesia but keeping important things jotted down in a safe place is a great method against forgetting account information.
