Can’t make calls to foreign country

For some reason I can’t make calls to foreign country. For example from Estonia to Sweden. Gives a busy tone since yesterday and my husband could make the call. Contacted with my carrier and everything should be ok...Iphone 6

Turn your phone off for approximately 30 seconds, then turn it back on.
Check for a carrier settings update.
Check for an iOS software update. Some updates might require a Wi-Fi connection.
remove the SIM card, then reinsert it.
Reset your network settings. Go to Settings > General > Reset > Reset Network Settings. This will erase all current saved settings, including Wi-Fi passwords, preferred networks, and VPN settings.

try to sim in diferent device if there it will work with foreign calls if no You will know that the carrier is lying to You and the issue is on their site
