Is the Apple TV 4K a router also?

Is the Apple TV 4K a wifi router also? can I plug the ethernet cable into it a set it up as my wifi router like the airport express does? Trying to decide if I want one but I do not have a router and use the wifi that comes with the apartment for which I have no access to a router. I can set up my own network if I had my own router and if the Apple TV does that, I will probably buy it.

macOS Sierra (10.12.1)

I suppose the answer to that depends on what you want to do. If you want to stream Apple content, advantage. I don't like the interface on my smart TV and it doesn't have as many app options that interest me. You can use the Apple TV as the hub for your Homekit devices. You can use AirPlay to display what's on the screen of your Mac or iOS device. I don't know how common an option that is with smart TVs.

There is no one tool that works for everyone.

Exactly that: if you are using the Apple ecosystem, you have a device to directly stream content, instead of mirroring the screen of laptop or device.

Plus, there are apps which can also run in the Apple TV, so you can play games in a really big screen, if you have a really big screen. And play your music and show your photo albums.

And it seems that Apple is investing in original contents, a-la-Netflix, so I would not be surprised if in the near future, to see some shows you need an Apple TV.

If I buy the Apple TV 4k now, I won't get the Dolby Atmos capability, is that right? or is that coming in the fall in the form of a software update without hardware change?

Dolby Atmos is coming to Apple TV 4K model with the new version tvOS 12. Apple’s announcement made no mention of third party apps that can handle Atmos on other devices, but emphasized iTunes content. Guess we’ll have to wait and see how it gets implemented and which apps will need an update to facilitate (request) such content.
