Multiple downloads of files

When downloading a file, Safari has downloaded the file multiple times, as many as 685 times, all incomplete. The only way to stop the download was to shut down the laptop.

This happened at different websites, for different file types.

What's wrong?

MacBook Pro, macOS High Sierra (10.13.5)

It's my understanding that your Safari is downloading the same download file multiple times from any website. I have some suggestions that may help. Start with this article which has some great troubleshooting steps to take for Safari: If Safari is slow, stops responding, quits unexpectedly, or has other issues
