You are always better off if you can use the Setup Assistant when you first boot a new machine (new install of macOS).
Migration Assistant permissions are not always preserved.
You can start over and try again from Recovery, reformat the drive, reinstall the macOS, use the Setup Assistant.

It maybe possible from Recovery to sort this on the fly:
Boot into Recovery (command R) When the macOS Utilities screen opens, from the menu bar>Utilities> Terminal.app
In the Terminal type:
resetpassword
Press return.
A Reset Password window will open—Please note—you are NOT going to reset a password.
Select the boot volume "Macintosh HD," if not already selected.
Select your username from the menu labeled Select your user account
See the:
Reset Home Directory Permissions and ACLs, click the Reset button. Select
Now from the menu bar >Restart

The root level of a startup drive is protected by SIP. You can't give any user permissions to the root level of the drive without disabling SIP. There's really no need to store anything there.
Can you successfully boot up?
What kind of User is this? Admin?
Listed in >System Preferences>Users & Groups
