Every time I go to open an app it needs to upload. It will upload and work but it is very agrivating to have to upload Apps over and over everytime I go to use them.
I’ve updated all my apps. I’m running version 11.3.1
my phone is a 6s 16g. I have 1.53 g free space.
please help.
Sounds like Offloading is enabled.
If you are running out of space on your iPhone, it may automatically offload apps to make space.
You can turn off App Offloading in Settings->General->iPhone Storage->Offload Unused Apps

First of all Apps do not “Upload”
Your data on your device that means the data which is on your local storage can be uploaded to the internet / put on the internet !
Download means to take data in this case apps from the internet / App Store and put them on your device !

The only possibility that your apps need to be downloaded repeatedly is because your storage space is getting full and as result of that
Offloading of Apps which is enabled is doing its job !
If you want to turn off offloading then you have to go to
Settings -> iPhone Storage -> Dsable Offload Unused Apps
Let me give you more details. Any app’s I have downloaded on my phone, when I go to open them Instead of just opening they will start uploading when I click them. They will work for a couple hrs maybe. The next time I go to open that app, it will have to upload again.
Example: I go to click Facebook - it has to upload before I can use the app. I go to click a mortgage app- it has to upload before I can use it. This cycle repeats itself everyday sometimes more than once in a day.

Which App are you specifically mentioning about ? And what is it that you/the app are/is trying to upload ?
You were correct but the way to disable it is go to settings - iTunes and apps- disable.
