why can't i update my iphone4 to ios10

i am unable to upgrade my iphone 4s with ios 9.3.5 to ios 10, why?

iPhone 4S, iOS 9.3.5

An iPhone 4S only supports up to iOS 9.3.5, it doesn't have the processing power to support a higher version.
