Windows can only be installed on GPT disks.

On a 2011 Mac, you need to use Windows DVD.

In macOS, with the DVD inserted in the Optical drive, post the output of

diskutil list

Is the DVD a commercial DVD or one created from an ISO?

If you have the external Optical drive still connected, disconnect it and re-run the same commands.

From MacBook Pro (13-inch, Late 2011) - Technical Specifications, you should have a built-in Optical drive. Was it physically removed?

From About This Mac -> System Report, click on Disc Burning and post a screen shot. Also, you can post the output of

drutil info

Please post the output of

diskutil list

with the DVD inserted.

Can you look at Identify your MacBook Pro model - Apple Support and identify which exact Model Identifier do you have? You can also look at About This Mac -> System Report and post the Model Identifier (do not post the serial number)?

Does it show the same behavior when the Power Adapter is connected?

Can you run a SMC Reset and check?

Boot into macOS, click on About This Mac -> System Report -> Power and post a screen shot.

Is there a specific reason you do not want to install a battery? It should also address the CPU speed-stepping.

Is your DVD an external Optical disk? Does your built-in Optical function correctly?
