Exclamation mark on iMessage won’t go away. Already deleted all my messages and restarted.

Red Exclamation point on up Imessage The exclamation is on my iPad. It was initially on my iPhone as well. But I resent the message and it cleared the exclamation on iPhone but not on iPad. I have deleted all messages. Turned notifications for iMessage off and on. Followed by a restart. I have also turned off and on iMessage app. Again restarting. Very frustrating.
