With Apple TV 4&5, the top selection banner reflect the apps in the top row below those selections: the five icons in the slightly lighter band. The featured selections banners at the top come from the app in the top row that was last selected. If the Movies app is moved down from that row, then the selections at the top will not show movies. Third party apps can have a static image or interactive selections like Apple does. You may have to find some apps to put in the top row that have a generic banner, if you want to de-personalize the device. (The Settings app is pretty generic; so is the YouTube app, The Weather Channel app, various media players, the TED app, etc.)
