Turned off iCloud, files on Mac disappeared, if I turn on iCloud will it erase files on iCloud.com?

MacBook Pro with High Sierra

Turned off iCloud and all my files on the Mac disappeared. I can see them on iCloud.com. If I turn on iCloud on the Mac again will it replace my iCloud files with the actual empty ones from the computer?

Is there a way to rename files on iCloud.com? I tried with the "information" and it does not allow me to do so.

Is there a way to download Folders from iCloud.com?
