Why does iTunes show that my movie isn't 4k? Also, can I play the HD movie on a 4k monitor and have it be played in 4k?

I recently just bought a Windows 3k (3000x2000) computer and I downloaded iTunes in order to get my movies on it. On the TV app on my iPhone 7 Plus it shows that most of my movies are 4k, however, on iTunes on my computer it only shows that they are HD. Why is this? Also, if it is because my screen doesn't support 4k, then can I still output a 4k movie from iTunes on my computer to a 4k TV and will it work in 4k even though iTunes says HD?

There isn't any way to view videos in iTunes on Windows that are 4k. The highest you're able to view is 1080p (HD). I have a 4k (3840 x 2560) monitor and a 4k TV connected to my PC and there isn't an option anywhere within iTunes to view 4k videos.
