I bought an iPhone 7 Plus that has a clean iMEI it’s on the t mobile network but it’s not actived would Apple unlock it for me so I can use it with a different company like Boostmobil?

You have achieved Level 6 when gives you access to the Lounge. It should appear at the top right of the screen although sometimes there is a delay. There is a congratulations thread waiting for you there.
You need to get it unlocked through T-Mobile. Check their website to find the process and see if you are eligible.

Apple does not lock or unlock devices. So the answer to your question is no.
