help resolving two-step varification issue to get iphone4 (ios7.1.2) on iCloud

Hi all.

Im in desperate need of guidance.

I recently located my old iPhone4 (iOS 7.1.2). It has not been used in years but has tonnes of photos I need to rescue. However the move to two-FACTOR verification (not compatible with iOS 7) is causing massive problems. Every 3 seconds the iCloud password alert pops and blocks action and ability to do anything.

But the two-FACTOR security verification now in place prevents the device from resolving this iCloud error/access.

(Important note: I don’t have a PC or Mac available to plug into and rescue the photos direct so I need to rely on the iCloud).

So the challenge is...

I need to enable iCloud on the old device.

To do this I know that I need to try to get two-STEP verification working instead of two-FACTOR.

However, there seems to be no way to roll-back two-FACTOR (i also have a few newer Apple products).

The only information I found on this said that I could use a “link” in my “enrolment email” to request a 2 week window where Apple would temporarily roll-back two-FACTOR verification that would then allow me to get the iPhone4 on the iCloud and save the photos.

However, I don’t have any enrolment email as this would’ve been sent to me years ago and can’t be located (if kept).

The bottom line Question:

Is it possible to get an iOS 7 iphone4 on iCloud without rolling back two-FACTOR verification?

Any and all help very much appreciated

The following from Two-factor authentication for Apple ID - Apple Support may help:

If you use two-factor authentication with devices running older OS versions—like an Apple TV (2nd or 3rd generation)—you might be asked to add your six-digit verification code to the end of your password when signing in. Get your verification code from a trusted device running iOS 9 and later or OS X El Capitan and later, or have it sent to your trusted phone number. Then type your password followed by the six-digit verification code directly into the password field.
