iPhone IP address has been changed and I’m getting DOS’d (hacked) need help

so recently we moved into our New place and we noticed our WiFi connection/ speed was very poor. We took a closer look and realized the the IP address for my iPhone was not the same as it once was when we checked the modems setting... ex iPhone ip was 192.xxxxxx and in the setting it’s listed as 64.0xxxx somewhere In kansas... it automatically changes the ip address every time I connect which is causing time outs and disconnects. Any solutions?

A 192 address is the local address of your Wi-Fi router. Almost all home routers, regardless of where they are in the world, will assign an IP address that begins 192.168 followed usually by a 1 or 10 (e.g., 192.168.1.4 or 192.168.10.4), although the 3rd number can really be anything. The last number is your device's address on the local network. IP addresses are not geographical, so it is meaningless to say that 64.0.whatever is somewhere in Kansas. An IP address that begins with 64 belongs to Microsoft, and is most likely the IP address of your network provider or their backbone. It is NOT a Wi-Fi router local address, so is the cellular data address when you are not connected to a Wi-Fi network.
