Ipad strange problems, with activation. Activation server cannot be reached.

Hello, before a few days i buy used ipad air. (i always buy cheap bad, broken tablets, phones and repair it self, but apple first time, before repair a lot android tablets...) ipad seller say to me that problem appear after try update to new ios 11.
Now ipad cant activated, because no server reached... every time. i try all tips, try reibot pro full version soft, try itunes... everything upload, install... but when try activate, it cant connect to servers... itunes say it "cloud not be activated because the activation information cloud not be obtained from the device." but cable ok, all upload without problems.
finaly before few hours ago, i find that, itunes and ipad in software show short strange serial... ARUKZLTU01010 that serial cant find serial chekers, apple serial cheker.. and etc...
When i see on ipad back cover, i see serial DMPM3YT***** . 12signs serial, checker find device, ipad air... but activation not working. That mean someone before me changed serial? or can it change back to normal just using some sofware and conected ipad to pc with cable? Or i need programer or solder new nand chip with serial?

My ipad air is wifi model, without sim card :/

I try about 8-10 diferent wifi with diferent routers and internet, try about 4 diferent pc... its my first apple device, then my pc is ok, because i repair some electronics, i try in home 5 diferent routers, i try diferent internet from my friends and etc... ipad fully upload and install ios every time, every time it can connect to router and internet... but cant connect to apple server... i think try buy nand chip with clear serial number.... and resolder it :/ because now i think this is problem with serial, what i see , serial on ipad back cover is diferent to ipad serial in software :/

If your iPad is a cellular model, some have reported that temporarily

removing the sim allows activation to complete.


Otherwise, 5 possible causes for that error message:


1] Activation server is actually down. Very rare occurrence, and of short duration when it

does happen. Solution - try again.

2] Your firewall and/or antivirus software are preventing the necessary connection. Solution -

temporarily disable your firewall and/or antivirus software until the activation completes.


3] computer being used for activation has been used to jailbreak an iOS device in the past.

Solution - use a different computer.

4] iPad has been jailbroken. Your favorite search engine may provide some direction, but jailbreaks often prevent

activations/updates from succeeding. Per Terms of Use for this forum, discussion of jailbroken iPads is

prohibited.


5] your region and/or timezone settings are inconsistent with your actual location. Solution - set region and/or timezone correctly.
