You can specify the "leader" HomePod by creating the stereo pair from that speaker's setting.
When you do that, that speaker becomes the left one, but you just have to change the stereo setting and it's done.
The bad news is that, after a while (probably whenever one HomePod temporarily loses connectivity, like when you restart your router or ISP-provided STB), the setting goes back to the left speaker being the leader.
And according to Apple developers, this is an expected behavior ( ! ).
I find it crazy and will open a thread about that right away.

Hmmm... in the home app are you able to see each speaker? On the HomePod speaker of choice long press on it to bring up details and scroll down to disable or enable hey Siri on the HomePod you want changed.
I dont have mine paired so im not really sure about this.
I got so frustrated trying to figure out the answer I moved the speakers. 🙂 Thanks turingtest2!
