I am having trouble watching videos on Msnbc. The advertisements play but he video will not start
I am Running OS 10.13.6 and Safari 11.1.2. I have this problem on Safari, Firefox, Chrome, and Opera
Any help will be appreciated

Try going to System Preferences/Users & Groups, unlock the padlock, and select your account. Click Login Items. Note all the items, then delete them by selecting them, and clicking the minus sign at the bottom. Restart and test. If Safari works, you can add your log in items back a few at a time until you find the one causing the problem.
Get rid of Dr Cleaner too. Those things interfere with the built-in protection that OSX has, and will slow and/or destabilize your comptuer.
Remove the Trend Micro extension from Safari for the same reason.
When OSX was in diapers, third-party utilities like Tech Tools Pro, Disk Warrior, Onyx, Cocktail and others were almost indispensable. Today they are largely redundant. If you feel you need Tech Tools Pro, at least turn off its "run all the time" setting and run it manually when you think you need to. Right now it's running in the background the time and that cannot help.
Try quitting your VPN.
Try uninstalling Dr Anti-virus using the Developer's uninstall instructions.

This Happens on MSNBC and NBC But it video and sound works OK on CNN.

I have tried turning off the VPN and that doesn't help. And Dr uninstaller has been deleted But the problem still exists
I have moved all login items -- there were only two of them nut the problem remains
