I would appreciate some help getting rid of this constant message that pops up whenever I try to use my phone.
It says: Do you want to share the wi-fi password for XXXX with "myname". The wi-fi is at a place I visited once and won't be going back to. I have tried saying yet and tried just closing it down but it pops up every single time I wake up my phone.
"If it's not visible there, you're not connected to it." -- correct, but the "Do you want to share....?" dialog pops up nevertheless, every time the phone is woken up. It's maddening.
In my case, I returned to the area with the hotspot in question and "forgot" it from both my phone and laptop, but the phone *still* asks, every time it wakes up, whether I want to share the password with the laptop. If I enter the password manually on the laptop, or accept the offer to share on the iPhone, it doesn't matter.... the dialog pops up every time.
Disabling the bluetooth on the phone was the only way I found to stop the "Do you want to share...?" dialogs from popping up.

Check Keychain to see if the password is stored there.
Remove that network by going to Settings>WiFi, tapping on the little "i" next to the network name then tap "Forget This Network".
You also might want to turn off Settings>WiFi>Ask to Join Networks if it isn't already off.
How does one do this if the hotspot in question is not currently visible to the phone (and so not in the list offered at Settings>WiFi)?
after the above, check settings > general > below the VPN do you see anything about a profile or management?
seems something else is going on, but deleting or forgetting the network should fix most things
