I accidentally called the number ‘9999’ (thank god that extra 9 was there) and someone picked up and said ‘[something] service’? Who did I call? It sounded scarily like ‘emergency services?’ but maybe that’s my paranoia talking!

In the UK there is no such number. It will connect after the third 9 and the fourth doesn't do anything. So if you are in the UK (or anywhere else that uses 999) you did ring the emergency services. I shouldn't worry about it, as you rang off immediately they will have just assumed it was a wrong number. It's the people who ring with trivial complains they hate:

Yes, your phone would have showed all the numbers you pressed. However, the actual phone system would have stopped accepting input after the third number. You called Emergency Services.
Why does it matter, though? Calling a wrong number isn't dangerous (from a technological standpoint).
999 in the UK is for an emergency - also 911 to mirror the same in the USA. In the UK you will be asked which service you require (Fire, Police or Ambulance).

I wouldn't have thought so for a moment. It's the people who actually call with nonsense, like the examples above, that cause problems. Yours was plainly unintentional.
I just got scared that the police might show up or something! It’s been 15 minutes now so I think I’m okay.

Same difference: your phone dialled four 9s but it connected after the third. Stop worrying about it.
