In Mac's Mail program, after an email has been 'replied to' the attachment becomes no longer available. Only the file name appears at the bottom of the email, but the attachment is gone or hidden. How do I access these attachments?

Is there a setting that keeps the original email and its attachment in tact?
No, because it doesn't do that. All of mine retain the attachments.
Try turning off Organize by Conversation, or just scroll down through the conversation until you find the original message with the attachment.
As soon as the original email is replied to or forwarded, it is combined with all the subsequent replies, the attachment disappears, and cannot be found separate from the replies and forwards.

I did both turning off 'Organize by Conversation' and added 'Conversations' to my toolbar and clicked it, but the attachment to the original email is still gone. All I see is the <filename> at the bottom of the email.

Yes. From the Mail toolbar you can toggle off, threads and conversations.
If you don’t see these options you can control click in the tool bar area to customize tool bar.
Then test.
