Each night I power down my devices, each night after charging my Apple Watch Series 3, it turns itself back on. Usually it takes two tries to get my watch to turn off. My series 1 Watch has never had this issue and continues to function with not issues.

Well, that’s operator error off the list of suspects. The only other question in the search for clues is what happens if you try to shut down before charging? Does it restart in the same way before you connect the charger?
The first thing I would try is unpair the watch then pair and setup again. This will reload all the software, it’s about the biggest hammer we have as users. After that your remaining option is Contact Apple Support and arrange to get your watch examined by Apple. I suggest a Genius Bar appointment if possible so you can demonstrate the problem in person.

Your watch will automatically power up when the charging power is applied so it can control charging. Could this be confusing you? Do you hit the power-off slider and see it shut down, then see it reboot immediately? Watch the sequence of events and try to describe it so we understand what is actually happening.
Yes, like my iPhone, when I lie either my watch or iPhone on the chargers they will boot up. However, after completion of charging I remove my devices from the chargers, power them down and lie them on my dresser, not on the chargers. The phone remains off and the watch most always shuts down, a few seconds pass and the apple icon appears as the watch restarts itself. If I repeat the shut-down the watch most always remains off the second time but not always. I checked for an update, all is up to date as of last night.
It sounds almost like the sequence I would expect from a forced reset by pressing both the side button and Digital Crown together. Are you seeing and using the Power Off slider button as described in How to restart your Apple Watch - Apple Support?
I am pressing the side button until the Power Off, Medical and Emergency slide appear, I have accidentally slid Emergency Contact before and had 911 call me back, oops! Once this appears I slide power off, place the watch on my dresser, look back a few moments later to find the Apple logo on the screen. I have tried placing it far away from my phone and watch chargers, thinking perhaps it was close enough to have the chargers prompt the watch to restart. No matter where I place the watch down, even across the room on my mantel, same thing, it restarts?
Good Question, I just shut down my watch after wearing all day with no unwanted restart. Not being home, I will attempt the unpairing/pairing when I get to my charger. If the problem persists I will set an appointment. Appreciate the helpful comments by all.
So far so good. Unpaired and paired, so far 2 shut down cycles after this with no issues. Thanks, this may have solved my issue, time will tell.
