i have been having problems with my payment issues I don’t want to have my billing information on my Apple ID account I have tried creating a new account and it says none but when I try and download stuff it askes for verification for my billing information it won’t let me download anything if anybody can help with this it would be great? thanks.
You probably don't want to use a new account because all previous purchases are tied to the Apple ID you have been using.

If necessary, contact iTunes Support. Either use the form or scroll to the bottom of the page in the 2nd link. Follow through the screens to get a chat or telephone option.
