iPhone keeps going into welcome/hola mode when in a out of service area

Hello! I am trying to figure a problem known with two iPhones close to me. One is the iPhone 8 64GB v: 11.4.1 on Verizon network and the other is an iPhone 6 32GB v: 11.4.1 on Straight Talk with a pre-paid plan. Both devices will say Update Completed please finish setting up your iPhone. While cycling through the Welcome/Hola screen. Once the devices regain a network connection the Welcome/Hola goes away. Also the device does not pertain to do this behavior on a WiFi network when the device also has no service. Below is a screen shot from the iPhone 8.
