If I buy an iPad secondhand, and their proof of purchase is through eBay, can I still get the item insured/ reinsured?

Apple does not sell insurance as they are not an insurance company. Apple sells extensions to their one year default warranty. If the eBay item was within 60 days of original retail purchase, it may still be eligible for AppleCare+.
But insurance, any insurance at any point in time for any Apple device and regardless of the origin of purchase, is something that doesn’t involve Apple.
Not from Apple.
You would have to seek other means to insure it.
Also, if you decide to purchase a second hand iPad from eBay, better make sure it is from a reputable reseller with a decent return policy and make surd the iPad does NOT have activation lock/iCloud lock of the iPad.
