My iPhone X will activate itself when it nears a full charge on a wireless charger. After manually turning it off, it will continue to reactivate every 10 to 15 minutes until removed from the charger. Is this normal??

Are you using an Apple branded charger? Or something else? Some third party chargers cause a problem where, once the phone is fully charged, the charger is read as having disconnected. As soon as the battery drops a bit, the phone recognizes it's on charge again and wakes up (and beeps). It can be very annoying.
You’re correct, it is not an Apple brand and it behaves just as you describe. Although it worked fine when I first got it. It has now become very irritating. It was cheep and it was an experiment. Live and learn.

Perhaps I should have said “sleeps” while charging and wakes with a beep every few minutes after reaching full charge.
In my opinion, it's always worth spending the extra money on Made For iPhone certified charging gear.
