I currently have our joint Photo Library on iCloud. Can my wife access that library (and also upload to and edit it on her iPhone 8 using family sharing?
Create a shared album for her to access. Even with Family Sharing, you must create a shared album.

Shared albums do have limits. They are not stored in "your" iCloud space and are hosted by Apple. Thus the limits.
The photos stored in shared albums are not full sized.

That's exactly what I needed to know! We have 50K+ plus photos so I will be uploading over a week or so.

As in a diminished quality image? When downloaded from a shared album?
So I have everything set up just exactly perfect, share my first folder with my wife, and it works! BUT, I have shared 8 more folders and she can't see any of them. I spent an hour on the phone today with Apple Tech Support, shared my screen, and they indicated everything was up as it should be, and could not explain why my wife does not see all of the folders. I have logged her in and out of iCloud, removed her and then reselected her in sharing, checked to see that all are up-to-date in OS systems, turn her phone off and on, and nothing works.
Any ideas?
I'm not sure what you mean by "reinventing" I removed her from sharing, then added her back in. I logged her out of iCloud and logged her back in. In each instance the first folder I shared shows up, but none of the subsequent folders.
That shared album can be my entire photo library, which I already have backed up to iCloud, correct? Are there limits on size? And can she upload photos also?
Have you tried reinventing her?
Pretty sure he meant "re-invite" which you appear to have done and it was successful.
