is Enable Wifi calling on Apple watch app, phone disabled?

Yes. First, make sure that Wi-Fi Calling is enabled on your iPhone.

Go to Settings > Phone > Wi-Fi Calling, make sure the toggle is on.

Then, go to the Watch app > Phone > and also make sure that Wi-Fi Calling toggle is on.

With Wi-Fi Calling turned on, calls in and out of your  Watch will go over Wi-Fi when your paired iPhone is out of range or even turned off. Also note, that you carrier has to support Wi-Fi Calling.

Oh, didn't know it was removed. The thing is that I've never used it, because my local carrier doesn't support Wi-Fi Calling feature.

Did they remove the toggle or the feature itself?

If they just removed the toggle but Wi-Fi Calling is still working on the Apple Watch and you carrier is supporting it, I guess, you can test it.
