I have a balance of $25 on my App Store (from a gift card), but I do not have the security code for the family credit card. I use family sharing. Is there a way to force the App Store to use my balance for purchases instead of the credit card, which I do not have access to?
The Organizer is going to need to verify their payment method by supplying their CVV code:
The family organizer must do the following on his device:
1. Go to: Settings > iTunes & App Store > Tap on Apple ID > View Apple ID > Payment Information > Security Code
2. Enter the CVV code of the credit card used for payment
Once they do this on their own device, you should not run into the issue again.

I want it to use the cash in my balance, not the cash from the organizer's credit card. Is it possible to do this?
Yes, it will use the balance on your iTunes account. Once the Organizer has followed the steps I outlined above.
