SMS and MMS messaging are carrier features. You must have SMS and MMS messaging provisioned on your account by your cellular provider, MMS messaging must be turned on in settings, and cellular data must be turned on for MMS messaging.

There is nothing to turn on in the iPhone settings to enable normal SMS texting. You need an account with a cellular service provider that includes a text plan, but if that is set up properly with your account, it should simply work. You must have cellular voice service of course, and for MMS you must also have cellular data (MMS does nit use WiFi).
ask your carrier, sms should be generic and they should know if and why sending them would not result in arrival
I do have it turned on but still not working.
