If activated you can update over WiFi or with iTunes without the SIM, yes. But to activate it initially, you must have a SIM card in it (that SIM does not need to be associated with any active cellular service account though). Or if you ever erase it or restore as new in iTunes, you’ll need a SIM in it to complete activation afterwards.

I have a iphone 7 plus and I use it without a sim card. Do I need a sim card to update my phone if it isn’t activated but I have wifi?
