How can someone use my personal email as their Apple ID?

I have been receiving multiple emails from one of my Gmail accounts that says some person with the same last name needs to verify their email address (my email address) for their Apple ID account. I have had this email for at least 10 years so this person definitely doesn’t have access to my email because I change the password often. I don’t know if it’s spam or if someone is trying to get an Apple ID using my email to for illegal activity with Apple. I have emailed reportphishing@apple.com. I changed my personal Apple ID from this address a couple of months ago because this email gets a lot of spam. Eventually I will deactivate the email once I contact all agencies with my other gmail account. ***

Somebody can try to create an iTunes account with any email address, but unless they have access to the actual email account they won't be able to verify the iTunes account and use it

This looks like another case of some idiot who thinks they own an address which in fact they don't. It sounds crazy, but it does happen sometimes. It won't do them any good because they obviously can't verify the address with Apple, but it's annoying for you, and unfortunately it's quite difficult to stop. Deactivating the address in question, as you are working towards, is the best answer although it's quite inconvenient.

You’re right about deactivating an email address. I would like to keep it because this email address is the only one that receives spam. My other two are spam free so if I have to sign up with something with an email address I don’t have to use the spam free accounts unless I know I am dedicated to keeping that communication for a longer period of time.
