Gifs loading slowly in camera roll

Since iOS 11.3, my iPad has been having issues loading the gifs I have in my camera roll. First, they start out as a low rez image for a few seconds, before starting up and skipping frames and generally not playing smoothly, before it seems to calm down and play normally. This generally happens with gifs of larger size, but it didn't happen before 11.3. Is there a way to fix this issue?

Is iCloud Photo Library enabled on your iPad? The "Optimize Storage" option for iCloud Photo Library can be causing this problem. When the iPad needs to free storage, it will remove the animated version of the gif and replace it by an optimized still frame. When you want to view it, the full, animated version will need downloading from iCloud. If you do not want this, disable "Optimize Storage". But without this option you cannot keep more photos and videos in your Photos Library than will fit onto the iPad in the full resolution. You will have to keep the Photos Library small by saving photos and videos on a computer and removing the ones you do not really need from the iPad.
