Crop command is missing from Preview

The Crop command is missing in Preview 10.0. Where has it gone?

MacBook Air, iOS 11.3.1

Click on the View menu and chose 'show markup tools'.

The crop tools are there.

video cropping no longer allowed I frequently crop videos in Apple Photos. Now that option no longer seems to be available on videos but is still available for photos. I run High Sierra 10.13.6. Does anyone have a suggestion for this fix?
