How to open and edit INI Files? (and will it even work?)

Okay I need to open and edit an INI. file... the 'open with' option is empty so i don't know what to do.

I used porting kit (like wine) to download fallout 3 and play it, the game crashes way to much and the best fix there is is to open a INI file and change something in it. (If i am right you trick your computer so it is thinking it's windows or something, and on that way you open can open a game like that... (?)

So to get straight in the second question: Will it even work if i change anything since it's for windows only?

MacBook Pro TouchBar and Touch ID, macOS High Sierra (10.13.3), 13 inch

They are normally just text files. Open it with TextEdit or better, use BBEdit. http://barebones.com/

I have no idea if editing the file will work.

TextEdit may alter the encoding which may make it unreadable by the program. I don't think BBEdit will change the encoding. BBedit is free to use. It starts with a full trial, but after a set time it reverts to basic features if you don't license the full program.
