In Pages 7.1, I would like to open to a blank document directly when I click on the Pages icon in the Dock, without any intervening dialogue. In older versions of Pages, such as 4.x, it was possible, as it is in every other word processing program. I have already checked the Preferences to "Use template" but this still requires an intervening screen in which one must choose "New document" or an existing document.
Rather than state it does not work, what does it do when you change the preferences, quit Pages, and then relaunch from the Dock?
It worked just fine for me on macOS High Sierra 10.13.6 (17G65). I do not have Sierra.
Look at my previous screen shot. See that it is set to open a new document with the pre-selected Blank template. You must choose a template in that Use Template option, or of course, Pages v7.1 is going to throw a File Chooser or Template chooser dialog.
Mine works as expected … opens straight to a new blank document.

It does not work on either of my Macs, with High Sierra on one and Sierra on the other.
