Make Pages Open to a Blank Document

In Pages 7.1, I would like to open to a blank document directly when I click on the Pages icon in the Dock, without any intervening dialogue. In older versions of Pages, such as 4.x, it was possible, as it is in every other word processing program. I have already checked the Preferences to "Use template" but this still requires an intervening screen in which one must choose "New document" or an existing document.

This happens after quitting Pages and relaunching from the Dock. It happens after rebooting. I am updated on each computer to the most recent version of everything.
