Is there a way to have a document in Pages with multiple page layouts?

Page orientation in Pages is a per document setting & you can only have one. Your best option is probably to create two seperate documents, one with the portrait pages & the other with the landscape pages, then export the documents as PDFs & then use Preview to combine them.

Are these two pages Tables?

In Pages ‘09 you can rotate the tables 90 degrees to effectively give you the landscape layout you want.

In Pages 5,6 and 7 this is not possible for tables and charts, but you can rotate other objects.

Generally the two separate documents combined in a PDF are the best if somewhat clumsier option.
