System Photo Library button is grayed out

Trying to consolidate photos and use iCloud but System Photo Library button is grayed out

iMac, OS X Mountain Lion (10.8.2), Aperture hanging

The "Use as System Photo Library" button in Photos > Preferences > General will be grayed out when the current library is already the System Photo Library.
