Every time I open Photos the correct library opens but it has lost the setting as the System Photo Library. I can reset it as System every time but if i forget it messes up iCloud sync. The System Library button is not grayed out.
Any ideas please?

Has the external drive been used by Time Machine? Then Photos on Mojave will have permissioon problems and not be able to remember the location of the system photo library. Does your external drive meet these requirements: Move your Photos library to save space on your Mac - Apple Support
You may also want to repair the permissions of your home folder. They will sometimes need fixing after a system upgrade. See: Resolve issues caused by changing the permissions of items in your home folder - Apple Support

Hi Thanks for your reply. I am running Mojave 10.14.1 The photo library is on an external drive. If I use the Powerphotos app to open the library it retains the System Library setting every time
I have checked the links you gave me.
And what is the result? is your external drive correctly formatted, as MacOS Extended (Journaled) or APFS? Is it directly plugged in and always connected to the Mac before log into your account?
You may want to check the external drive with Disk Utility, if it needs repairing.
You were spot on. Disk Utility told me to reformat the drive. I have a photos library on my backup drive, and that worked perfectly. The System Library setting is retained. Many thanks for your help.
Hi, My external drive is Mac OS Extended Journaled, left on all the time and plugs directly into the USB port on my iMac. I have an older Photos Library covering 2000-2018 and that behaves in exactly the same way.
Hi, Time machine is on a separate hard drive. I have checked the links you gave me. I have reset permissions, but it hasn't helped. As I said before the correct library opens each time, but it is not ticked by Photos as the System Library.

Which system version do you have installed?
And where is your Photos Library stored? Is it on an external drive or in your Pictures folder?
