My dad wants to get a new work laptop, but he uses Collsoft software for our employees payrolls. Im wondering does it support mac. If it doesn't why doesn't it ?

Apparently it only runs on Windows. See the following from their website ( http://www.collsoft.ie/index.htm )
CollSoft Payroll is a powerful, easy to use Windows based Payroll system
As to why, you would need to ask them.
One option might be to install Windows on his Mac laptop (via Bootcamp or an option such as Parallels).

It does not appear to work on a Mac no. You would need to ask Collsoft why that is.
Probably because they have not developed a version for Macs would be my guess.
Beyond Bootcamp, and Virtualization as mentioned above, assuming its not very resource demanding, you may be able to get it to run using Wine for Mac:
