how can I allow cookies on my iMac?

I get messages that my Safari is not accepting cookies. I go to Safari Preferences and there is no place to check the option of enabling cookies for sites I want to. (Using High Sierra and the computer is only 6 months old.)

iMac, Mac OS 9.1.x

I did, but still get the same results from vendor.
