Can text messages be sent from my Macbook/iPad if I have an Android phone?

I see their are directions for sending text messages through Messages App if you have an iPhone. Is it possible to send text messages via Messages App if I have an Android phone? Found the following webpage from Apple, part way down it talks about sending text from Macbook/iPad, directions talk about setting Apple phone up to forward texts to your Macbook/iPad:

I would like to send a few texts via Messages App on my Macbook or iPad (but phone is an Android), is this possible? If so, what is the procedure? BTW, I am still on El Capitan. Thanks so much!
