iPhone not waking on notification if paired with iWatch?

As the subject says I'm not seeing my iPhone screen wake up with notifications if paired with iWatch. I've got all the correct settings on the watch and iphone. Pretty dumb behavior if this is a new "feature". Anyone else experiencing this or find a fix/work around?

Apple TV, OS X El Capitan (10.11.1)

If the screen on the phone is locked and the watch is unlocked, all notifications will show on the watch. If the watch and the phone are both locked, you'll see the notifications on the phone.

This is the way it has always worked. You can always turn off Wrist Detection. With that off, the notifications will show on the phone regardless. Of course, you won't be able to use Apple Pay on your watch and you'll need to enter the passcode to do much more than check the time.
