I keep getting message safari can’t open the page because the internet connection was lost

On my iPhone 6s, I keep getting the message Safari cannot open the page because the network connection was lost. I cleared my history and website data as well as reset my network settings. what should I do now? I have iOS 11.4

Have you noticed the issue happening on only one specific website for an all websites you attempt to access? Does the issue happen on Wi-Fi only, cellular data, or both?
