How to recover pictures from permanently deleted ?

You would have to define "permanently deleted". If you deleted them from your Recently Deleted album in addition to the original delete, then they are gone. That's what the statement "This action cannot be undone" is telling you.

If you only deleted from an album, but did not delete them from the Recently Deleted album, you can go to that album and recover deleted photos for up to 30 days after deletion.
