How are you trying to pair them?

What exactly are you trying to accomplish?

Do note that iOS devices do not support bluetooth pairing with other mobile devices or computers. They can pair with things like speakers, keyboards, car media centers, headphones and some game pads and controllers.

Went into Bluetooth but devices cannot find each other. I like to use iPad as phone when phone is dead.

That's not possible. If the iPhone is dead the iPad cannot make calls or send messages.

However, if the iPhone is not dead, you can use Continuity to connect both devices and make calls from the iPad through the iPhone.

While this requires bluetooth be turned on, it does not require the devices be paired. As said, its not possible to pair an iPhone and an iPad over bluetooth.

Follow the steps here to set up Continuity: Use Continuity to connect your Mac, iPhone, iPad, iPod touch, and Apple Watch - Apple Support

The other option that does work when the iPhone is dead, is Wifi Calling if your carrier supports it:

But again bluetooth pairing is not required.

If your carrier supports Wi-Fi calling on other devices, you can set up those devices to make and receive calls even when your iPhone isn't turned on or nearby. Learn about Wi-Fi calling.

But again bluetooth pairing is not required.

Again: they cannot pair over bluetooth.

We already gave you the 2 options you may have been using with the iPhone 6 when it worked.

Make sure they are set up now with your iPhone 8 to do what you want. My money is on Continuity.

They cannot, and have never been able to pair over bluetooth. Whatever you were using did not involve them being paired over bluetooth.
